The Indigenous Procurement Policy Reporting Solution (IPPRS) includes a set of security roles that have a set of privileges aggregated to make security management easier. The table below defines the security roles within the IPPRS.

Security Role

Description

IPP System Administrator

  • Create custom entities and the form layout.
  • Manage system workflows and plug-ins.
  • Load reference data from multiple sources:
    • Australian Government Organisation Register (AGOR) - Portfolios, Agencies.
    • Office of the Registrar of Indigenous Corporations (ORIC), Supply Nation - Organisation.
    • Austender - United Nations Standard Products and Services Code (UNSPSC) codes.
  • Set up roles and permissions.

IPP Business Data Administrator (IBDA)

  • Manage reference data (portfolios, agencies, organisations, UNSPSC codes).
  • Assign portfolio team to portfolio.
  • Create and update financial year parameter (Name, MMR threshold, contract target, organisation target, start date, end date, mandatory minimum requirements (MMR) code set, mandatory set aside (MSA) lower and upper values).

Portfolio IPP Manager (PIM)

  • Manage agencies, agency contacts under their portfolio.
  • View and update all purchase/contract information belonging to their portfolio.
  • View all MMR data for all contracts across all portfolios.
  • View finalised IPP reporting data.
  • manages agency information and agency contract managers in the absence of AIM.

Agency IPP Manager (AIM)

  • Create new Agency Contract Manager (ACMs) and assign them to a contract.
  • Manage agency information and agency contacts.
  • View and update all purchase/contract information belonging to their agency.
  • View all MMR data for all contracts across all portfolios.
  • View finalised IPP reporting data.
  • Allocate contracts to awarded Organisation(s).
  • Contributes and completes sign-off process stage.

Agency Contract Manager (ACM)

  • Assigns contractor contacts to contract notice.
  • Manage parameters under assessment setup process stage i.e. parameters like assessment method, supply chain % target, workforce % target, remote area component.
  • Prepares Quarterly Performance Report (QPR) by entering data.
  • Acknowledge each QPR.
  • View all purchase/contract information belonging to their portfolio/agency.
  • Update all MMR compliancy information belonging to contracts awarded by their agency.
  • Contribute to the final assessment of Recommended and Final MMR compliance rating for the contracts.
  • View all MMR data for all contracts across all agencies.
  • View finalised IPP reporting data.

Researchers

  • Perform analysis on Contracts data.
  • Unable to modify data.

Contractor Contact

  • Prepare QPR by entering data on contractor portal.
  • Review QPR Update information for current contracts.
  • Perform contractor acknowledgement.
  • Cannot view or update any other information in the IPPRS.

Security role privileges define the ability to:

  • create (C)
  • read (R)
  • write (W)
  • delete (D)

records within the IPPRS.

 All security roles have the read privelege throughout all functions of the IPPRS.
