In a rural and remote community like mine in North West Queensland there is very little opportunities for unemployed. The local council is the main employer in our community and very small at that. Unemployed have no incentives to get jobs and lose their benefits because when there is no work it is very difficult to receive benefits again considering you have to wait on the phone for up to two hours and most locals have prepaid phones. They want to stay and work in the communities they reside and where close family ties are. Encouraging unemployed to be enthusiastic about the future in these communities is hard because there is no incentive and very little from state or federal governments to invest money into these areas because we have low populations and very little impact on elections. There is so much potential for developing indigenous art and crafts or getting health services to do motherhood classes. The cycle can be broken. The unemployed just need to see beyond the next week and need to feel that if they make the effort there will be a reward at the end. |

We, the Far West Aboriginal Communities Leaders welcome the opportunity to contribute to the review of Community Development Programme (CDP). Approximately 26% of the Aboriginal working age population in our region have CDP mutual obligations. In some of our communities, the numbers are substantially higher, with 80-90% of the Aboriginal working age population participating in CDP. Most of our organisations have run CDP activities as sub-contractors to Complete Personnel (who holds the overall tender in the region). Additionally, many of our organisations ran the Community Development Employment Program (CDEP) for 20+ years. |

There are already community-based examples of engagement and participation in culturally appropriate activities which result in the creation of products for sale. Waltja (waltja.org.au) in Alice Springs is just one example. It is an Aboriginal-controlled community-based organisation which does good work with families and is grounded in strong culture and relationships. This consultation ought to be with Aboriginal and Torres Strait Islander peoples. They are the ones who can say what will work and how to structure a program that will suit those who are the target. Ignoring their input will only result in yet more government failure. They have asked government to "do it WITH us, not TO us" and this ought to be respected AND followed. |

NSW AS is an Aboriginal owned company providing training to A&TSI in NSW and is has an application before the Australian Skills Quality Authority (ASQA) to become a Registered Training Organisation (RTO). We currently provide training in ACM40117 Certificate IV - Animal Control and Regulation under a third party arrangement. This qualification is suitable to A&TSI Youth in metropolitan, rural and remote areas as, some of these persons reside in areas of high unemployment. Our vision is to provide further qualifications when we become a RTO. We have written the original (ASQA approved) qualification with Aboriginal Youth in mind for jobs with local Government (Councils) where we understand Traineeships may be available and would appreciate more information on such and believe we can contribute to the employment of Aboriginal Persons. |
