Third and Fourth Action Plans (3AP/4AP) are IAS Violence Reduction and Victim Support activities that deliver culturally appropriate, trauma-informed, place-based services that contribute towards Closing the Gap Target 13. Activities in this program focus on:
- services that work with the whole family to address the impacts of violence; and
- practical intervention programs for people at risk of experiencing or using violence.
NIAA is funding a research activity to contribute new 3AP/4AP program-level evidence to understand:
- the barriers and enablers to providing appropriate preventative and early intervention FDV services for First Nations families, and
- organisational capability opportunities for Indigenous organisations that provide FDV services.
A desktop review of relevant NIAA-held program data and empirical field work obtained through provider engagement, will be conducted throughout the life of the research activity.
Findings will be used to inform future NIAA and broader Commonwealth strategic investments to address gender-based violence/FDSV impacting First Nations communities. NIAA will work in partnership with service providers to address barriers to IAS program service delivery, look at opportunities to expand on what works, and support broader Commonwealth objectives and priorities.
- This includes contributing to outcomes under the National Plan to End Violence against Women and Children 2022-2032 and its underpinning Aboriginal and Torres Strait Islander Action Plan 2023-2025.
- The insights generated from this research aligns with key evidence gaps identified by the Cabinet-appointed Expert Panel’s Rapid Review of Prevention Approaches 2024. It also positions NIAA to be able to align with efforts in the Ending Gender-Based Violence Package announced on 6 September 2024.
