Local Decision Making Agreement (LDMA) Groote Archipelago

Seeks to transition services and programs to Anindilyakwa control where appropriate and desired. There are five implementation plans in the areas of Housing, Education, Economic Development, Law Justice and Rehabilitation and Health and Wellbeing, with a sixth Local Government under development.

Achievements over the last 12 months: 

  1. November 2022 - Signing of the Health and Wellbeing Implementation Plan between the ALC, NT Government and Warnumamalya Health Service Aboriginal Corporation.
  2. Anindilyakwa Housing Aboriginal Corporation taking ownership of a pool of community housing, continuing to operate the housing reference groups that make decisions on allocation of housing and on housing matters.  AHAC providing real job opportunities with 11 Warnumamalya employees working for AHAC at 30 June 2022.
  3. Groote Holdings Aboriginal Corporation progressing major economic development projects at Little Paradise to underpin the Future Groote Economy to benefit all Traditional Owners.  Progress on the establishment of a Cultural Rehabilitation Centre for Groote Archipelago offenders on country and the establishment of an Indigenous Community Justice Group. 
  4. In Education, Groote Eylandt Bickerton Island Primary College completed the Independent Boarding School design and civil works commenced.  Anindilyakwa Bilingual curriculum resources were developed. 
  5. In Local Government, a decision on the transfer of shire services to an Anindilyakwa controlled entity is imminent following an extensive due diligence process. 
  6. Late 2022 the ANU Social Indicators and Data Governance for Local Decision Making Report was completed, providing useful data and analysis on social trends that will be used to inform Traditional Owners decision making across the Local Decision Making Authority. The process has also led to the establishment of a Data Governance Unit to build Indigenous Data sovereignty for the Groote Archipelago.

As a result of implementing the LDMA there have been changes to regulation and in some instances there will be a need to change legislation to enable the transfer of control to Anindilyakwa entities.
