Figure 5.1 is a diagram showing the Indigenous Policy Productivity Council (IPPC) giving effect to the Indigenous empowerment policy by facilitating the coming together (on a regional basis) of state and federal governments and Indigenous regional governance bodies over their investment agreements and delivery plans.
The IPPC will be able to facilitate negotiations upon request so that parties can negotiate in confidence and on a more equal footing, knowing that the IPPC can intervene if necessary. The IPPC will ensure proposed agreements are consistent with the Indigenous Empowerment reform principles and development agendas, and meet the agreed standards for investment agreements and delivery plans.
