Figure 4.6 is a diagram depicting change over time as two proposed reform options to funding arrangements reduce Indigenous reliance on government. Column one shows the past approach, in which government functioned as funder, purchaser and provider. Column two gives the current approach, in which government outsources part of the provider role to Indigenous organisations and NGOs. The third and fourth columns present two options for reform. The first, co-purchasing, has government as the funder, government together with Indigenous leadership groups as purchasers, and Indigenous organisations, NGOs and government as providers (column three). The second option shows a higher level of reform through a prime contractor approach: government is the funder, purchasers are prime contractors, who are Indigenous, and providers are Indigenous organisations, NGOs and government (column four).
