Figure 4.5 shows the change towards greater pooled financial arrangements in Indigenous spending (defined as each region’s share of all Indigenous-specific and mainstream spending). This change is depicted occurring in over two sequenced five-year phases represented by two adjacent sets of concentric circles. The first five-year agreement phase shows Pooled Spending in a small middle circle, surrounded by Directed Spending, in turn surrounded by Aligned Spending, finally surrounded on the outside by All Indigenous Spending. The second set of circles is the second-year agreement phase, represented by a much larger middle circle of Pooled Spending surrounded by concentric circles of Directed Spending, Aligned Spending and All Indigenous Spending. Over the two phases the proportion of Pooled Spending greatly increases.
