Figure 3.5 is an illustration of a powerboard with differently shaped sockets labeled Cape York, Central Coast, East Kimberley, Goulburn-Murray, Inner Sydney, NPY Lands, North-east Arnhem Land and West Kimberley. Above the powerboard are corresponding shapes depicting each region opting in to the reforms and fitting into the powerboard. The sockets plugging into the powerboard represent the diversity, power and energy of the regions working together.
