Figure 3.3 shows three horizontal levels: 'government' at the top, 'interface' in the middle and 'Indigenous people' at the bottom. A line circles from the centre of the diagram in an anti-clockwise direction, moving down through Indigenous people, up through interface and finally through government at the top. This illustrates an inside-out approach where Indigenous people negotiate and act with government as equals through all stages.
