Figure 2.3 is a diagram that illustrates the paradigm shift that is required from the current business-as-usual approach towards empowered communities where Indigenous people have more control over their affairs. This reform space can grow over time as other regions and leaders opt in and as decision-making and investment increasingly migrates to the new paradigm.
