Figure 2.2: Reform framework

Figure 2.2 is a diagram illustrating the reform framework. It shows a timeline of reform, starting with the Indigenous Empowerment policy that covers 10 years or more. Underpinning this policy is the first priorities agreement that will initially be established between Empowered Communities and governments within the first 12 months. Further progress along the timeline shows development agendas (which are reviewed and implemented every five years); the development accords (which are also reviewed and implemented every five years); and the delivery plans (which are reviewed and implemented annually).
