Figure 1.1 is a map of Australia showing how the reform agenda of Empowered Communities is a balance of the different interests across Indigenous Australia. There are four lines, two horizontal and two vertical, cutting across the map creating a square in the middle called Empowered Communities. The horizontal lines cover the balance and differences between practical action and symbolic recognition, and between Indigenous rights and responsibilities. The vertical lines represent the balance and differences between those in the remote north and those in the urban south.
